Your Rights
as a Homeowner
Under Colorado Revised Statute 6-22-101, you have specific legal protections when dealing with roofing contractors.
72-hour right to cancel. You may rescind any roofing contract within 72 hours of signing — no penalty, full deposit refund. This is Colorado law, not a contractor option.
Every contract must include a price. As of 2012, all roofing contracts in Colorado must have a written price. No price = not a valid contract.
Deductible rebates are illegal. It is against Colorado law for a contractor to pay, waive, or rebate your insurance deductible — in whole or in part. Any contractor offering this is committing fraud.
Payment must be held in trust. Any money you pay must be held by the contractor until materials are delivered or the majority of work is complete.
If your claim is denied, you can cancel. If you signed based on an expected insurance payout and your claim is denied, you have 72 hours from notification to cancel without penalty.

What to Watch
For After a Storm
Storm chasers — out-of-state contractors who follow hail events — arrive within hours. Some are legitimate. Here's how to tell the difference.
No local address or Colorado license. Ask for their county license number and verify it with your local building department before signing anything.
Pressure to sign today. Legitimate contractors give you time. Urgency is a sales tactic, not a roofing reality.
Offering to cover your deductible. This is insurance fraud in Colorado. Walk away.
Wants to handle your insurance claim. You file the claim. You schedule the adjuster. You stay in control of your own policy.
Asks for full payment upfront. A reasonable deposit is normal. Full payment before work is complete is not.
Permits are required for any roofing work over 100 sq ft in El Paso County. Verify one is pulled before work starts.
Stocking materials before a permit is issued triggers a triple permit fee and stop work order (PPRBD).
